Candidate's Statement

The vibrance of ComSoc and amenable volunteerism of its members are closely knitted like a reinforced feedback system. After all, ComSoc is a non-profit professional organization.  ComSoc has to uphold its emblem of quality in all aspects of communications and continue to instill values such as pride, recognition, and benefits for its members, fostering volunteerism, which, in return, enhances ComSoc’s vitality. I have been a ComSoc volunteer ever since I attended the first GLOBECOM in 1990. I will not give you a long list of promises, but I will give you my dedication in fulfilling the call of a member-at-large. I will be a listener, learner, and advocate for ComSoc members with the objective to encourage volunteerism and bolster ComSoc as the premium venue for all technical activities related to communications and networking at an affordable price. To do so, I sincerely seek your vote.

Biography

Nirwan Ansari received his B.S.E.E. (summa cum laude, with a perfect gpa), M.S.E.E., and Ph.D. from the New Jersey Institute of Technology (NJIT), University of Michigan, and Purdue University, respectively. He is a professor of electrical & computer engineering at NJIT. His research focuses on various aspects of broadband networks and multimedia communications. He has contributed over 350 technical papers, and has also co-guest edited a number of special issues, covering various emerging topics in communications and networking.  He has served on the Editorial/Advisory Board of eight journals, including as a Senior Technical Editor of IEEE Communications Magazine (2006-209). He has served IEEE in roles such as Chair of IEEE North Jersey Section, Chair of IEEE North Jersey ComSoc Chapter, Chair of IEEE ComSoc AHSN TC, Chair/TPC-Chair of several conferences/symposia. He is an IEEE Fellow, and was a ComSoc Distinguished Lecturer (2006-2009). He received a couple of best paper awards, a Thomas Alva Edison Patent Award (2010), and several teaching awards.

Candidate’s Statement

We are fortunate to be members of a Society that has important and influential conferences. If I am elected as your VP of Conferences, I propose to:
  • Encourage conference evolution in new and important topics such as smart grids, cloud computing communications and mobile networking
  • Increase industry participation in our meetings and conferences through focused industry-related events on topics such as new technologies, standards, and best practices
  • Provide more tools for our conference organizers, particularly online tools
  • Seek opportunities to stretch our conference dollars through economies of scale for the good of all attendees
  • Promote high-quality technical co-sponsorship of conferences of interest to our members
  • Market our conferences to broader audiences (more of the world needs to know about the good work we do)
My years of experience as a ComSoc conference volunteer within conferences as well as at the Society level give me the background necessary for these tasks.

Biography

Fred Bauer works at Cisco Systems as a technical leader in the Smart Grids Group.  Since 1983, he has worked at such companies as Nokia, PacketHop, SRI, and Intel. He received his Ph.D. in computer engineering from the University of California at Santa Cruz in 1996.  His research interests are multicast routing, wireless networks, and mesh routing.  He is chair of the ComSoc Governance Committee as well as the Smartphonomics ad hoc group and has just completed a term as a ComSoc Board of Governors Member-At-Large (2008-2010).  He serves on the IEEE INFOCOM and IEEE SECON steering committees.  He also serves on the IEEE Conferences Board and is Chair of the Technical Program Integrity Initiative committee (TPII).

Candidate's Statement

My most important goal as a VP of ComSoc is to try to substantially improve the involvement of industry with the Society. It is vitally important that ComSoc has a balanced representation so the academics and practicing engineers can exchange research ideas and cross pollinate. A third leg of the stool would be to engage multi-national government funding agencies and policy makers in future research direction discussions. The health of our Society will significantly improve if more dialogues and interaction among such diversified groups occur in the future.
As the VP of Publications, I will work with the Editors-in-Chief to induce more industry participations in editorial boards as well as contribution of papers to the journals. One key component to promote more industry participation is timely publication. Speed to publication is crucial for industry papers and also for those who are junior faculty members.  While serving as Editor-in-Chief of the Journal of Optical Communications & Networking, we have been able to reduce the time to publication to less than sixty days without any sacrifice in quality. In a fast paced research environment, timely publication is critical for efficient communication among peers. If our publications are to provide useful services we must make them timely and high quality.

Biography

Vincent W. S. Chan, the Joan and Irwin Jacobs Professor and member of the Claude E. Shannon Communication and Network Group at MIT, received his B.S.(1971), M.S.(1971), EE(1972), Ph.D.(1974) degrees from MIT. He was head of the Communications & Information Technology Division of Lincoln Laboratory and the Director of the Laboratory for Information & Decision Systems at MIT. He initiated the Laser Inter-Satellite Transmission Experiment and the GeoLITE Programs and formed the MIT/AT&T/DEC All-Optical-Network Consortium, the AT&T/Cabletron/MIT/Nortel/JDS Next Generation Internet Consortium (1998), and the MIT/Motorola/Teledesic/Globalstar Satellite Networking Research Consortium (2000). He was Editor-in-Chief of the IEEE Journal on Selected Areas of Communications Part-II from 2005 to 2009, and founded in 2009 and is serving as Editor-in-Chief of a new IEEE/OSA Journal: Journal of Optical Communications & Networking. He has served on the boards and technical advisory boards of many commercial companies and government agencies, and is currently a member of the Corporation of Draper Laboratory. He is a Fellow of IEEE and the Optical Society of America and is serving currently on the Board of Governors of ComSoc. His research focus is on communication and networks, particularly on free space and fiber optical communication and networks and satellite communications. His recent research emphasis is on heterogeneous network architectures with stringent performance demands.

Candidate's Statement

Technical Activities provides the foundation and manpower for building ComSoc’s technical portfolio and for providing valuable services to our members.  However, for ComSoc to maintain its leadership position in the rapidly changing world of communications, several challenges must be addressed.  If elected, I will:
  • Strive to strengthen our current technical areas, improve the effectiveness of existing programs, and develop new programs to meet evolving member expectations.  To aid in this task, and to improve the breadth and scope of our activities, we must encourage increased participation from members with diverse backgrounds.
  • Identify emerging technical areas, and facilitate ComSoc’s entry into these fields. Because these areas are cross-disciplinary, cooperation among existing technical committees, as well as across societies, is essential.  Technical Activities must also work closely with Publications and Conferences to provide an outlet for activity in these new areas. 
  • Develop initiatives that will encourage participation from members in industry.  Steps in this direction include expanding our current application-based offerings, including a publication targeted to practitioners, expanding our education and certification programs, and providing more relevant online services. 
I believe that my broad experience in ComSoc technical activities, publications, and conferences, combined with my background in industry and academia, puts me in a unique position to effectively address these challenges.

Biography

Len Cimini received a Ph.D. from Penn in 1982, and worked at AT&T, first in Bell Labs and then AT&T Labs, for 20 years.  He began his ComSoc activities 25 years ago in the Communication Theory Technical Committee.  He is currently VP – Publications, and, among other publications-related positions, is the founding Editor-in-Chief of the IEEE J-SAC: Wireless Communications Series.  He has also been very active within the Technical Activities Council, having served on several committees, including Awards, Fellow Evaluation, and Distinguished Lecturers, as well as two terms as the Chair of the Emerging Technologies Committee.  He was elected an IEEE Fellow in 2000 for contributions to the theory and practice of high-speed wireless communications.  For this pioneering work, he was given the 2007 James R. Evans Avant Garde Award from the IEEE Vehicular Technology Society and the 2010 Innovators Award from the New Jersey Inventors Hall of Fame.  In 2010 he received several ComSoc awards, including the Stephen O. Rice Prize, the Donald W. McLellan Meritorious Service Award, and the Recognition Award from the Wireless Communications Technical Committee.  Len has been a Professor at the University of Delaware since 2002.

Candidate’s Statement

Critical issues in Member Development involve attracting new members, retaining current members, and extending member services, ensuring benefits and added value, so IEEE ComSoc retains its preeminent position as the Society of choice for all professionals and students.
I propose the following initiatives to support the above:
  • Establish geographic membership development strategies, particularly for Regions 8 and 10 (potential high growth areas). My contacts in the Regions will be useful here.  
  • Develop a five-year  member experience roadmap to improve member engagement and retention through an improved first year experience and student competition; support GOLD (young professionals) through access to career resources, including continuing professional development and professional networking.
  • Support enhanced professional recognition of members by ComSoc and Outstanding Volunteer Awards.
  • Support leadership training for Chapter Chairs through the MGA Centre for Leadership Experience to meet member needs, and training for increase in membership, providing access to Quickstart training and v-tools.
  • Work with MGA to support the Region 1-6 Membership Revitalization Strategy.
  • Social media tools represent an increasingly important component of marketing; hence, we need to explore tools such as You Tube, Facebook, and networking sites to attract new members; and establish an international social media strategy considering usage by country, cultural preferences; technology and access, and social media search engines.


Biography

Tariq Durrani is a research professor in Electronic and Electrical Engineering, University of Strathclyde, Glasgow, United Kingdom, where he has been since 1982. He was department head 1990-1994, and university deputy principal (provost equivalent), 2000-2006, and has supervised ~40 Ph.D.s. He has held visiting appointments at Princeton, the University of Southern California, Hong Kong, and the United Arab Emirates. He has authored/coauthored over 350 papers and six books. His research interests cover wireless communications systems and signal processing

In terms of IEEE activities he is currently ComSoc Regional Director for Europe, Middle East, Africa (global); Vice President - IEEE Educational Activities (2010-2011); and Director of the IEEE Board (2010-2011).  He was President of the IEEE Signal Processing Society (1994-1995) and the IEEE Engineering Management Society (2006-2007).  He was Chair of the IEEE Technology Activities Board’s (TAB) Periodicals Review Committee (1998-1999), and the Periodicals Council (1996-1997) with oversight responsibility for all IEEE transactions, journals, magazines and newsletters.  He was a member of the IEEE Edison Medal Committee (1995-1997), the IEEE Jack Kilby Medal Committee (1996-1999, 2009-2011), the IEEE/RSE Maxwell Medal Committee (2008-2011), the IEEE Medal of Honor Committee (2005-2008), the IEEE Conferences Committee (2008-2009), and the IEEE Spectrum Editorial Board (2002-2004).  He was Vice Chair of the IEEE Publications Board (1996-1997) and IEEE Region 8 Technical Activities (2003-2004).  He was Executive Chair of the Hugely successful ICC 2007 in Glasgow, Scotland.

Candidate’s Statement

High-quality conferences are a key function of ComSoc.  In my 20+ years as a ComSoc volunteer, and recently as chair of GIMS and Steering Committee chair of CCNC, I have seen at close hand the opportunities and challenges facing our conferences, both large and small.   We need to serve both our academic and industry members, mainstream and emerging technical areas, and developed and developing regions, all while keeping the costs of our conferences under control.  I am committed to maintaining and improving our conferences’ quality and ratings.  ComSoc cannot compromise on our core value of technical excellence.  To make our conferences more appealing to industry, I suggest initiatives like our Industry Forums at GLOBECOM, with sessions of cutting-edge technology applications.   We should consider adding conferences serving specialized technology segments, such as we have today in OFC, WCNC, and CCNC.  In addition, adding regional conferences in developing countries, in cooperation with our chapters, will both serve our global membership as well as keep down the travel cost of conferences for our members in these regions.   “Spartan” conferences, using university facilities, are another way to address cost concerns for our members. Finally, I think technical innovation in conferences, such as “virtual” conferences using web video technology, should be tried as a way to quickly and cheaply bootstrap new conferences in emerging topics. 


Biography

Robert S. Fish received his Ph.D. from Stanford University.  Currently, he is president of NETovations Group, LLC.  From 2007 to 2010, he was Chief Product Officer and SVP at Mformation, Inc.  From 1997 to 2007, he was vice president and managing director of Panasonic US R&D laboratories.   He was at Bell Laboratories and Bellcore from 1981 to 1997.   His last position at Bellcore was as executive director, Multimedia Communications Research.  He has over 30 publications and eight US patents. Rob is a member of the Board of Governors of ComSoc and Chair of the GLOBECOM/ICC Management and Strategy Committee (GIMS).   He is co-founder and Steering Committee Chair of the Consumer Communications and Networking Conference (CCNC).  For his leadership and contributions to the Multimedia Communications Technical Committee, he was the 2007 recipient of the MMTC’s Distinguished Service Award.  He is also Secretary of ComSoc’s Standards Board.  He was a founding member of the Corporate Advisory Group of the IEEE Standards Association, and a co-editor on a series in IEEE Communications Magazine on IEEE communications and networking standards.

Candidate's Statement

My focus will be on improving IEEE ComSoc’s position as a central reference point for academia and industry. My contributions will be mainly industry and standardization driven:
  • Improve ComSoc international visibility, presence, and footprint
  • Position ComSoc as a main player in emerging technologies in the field “beyond 100G”
  • Emphasise interworking and dependencies of the whole telecommunication development chain from R&D to standardization until final deployment
  • Support ComSoc publications, conferences, and workshop activities
  • Improve ComSoc relations and importance in the standardization area


Biography

Hans-Martin Foisel joined Deutsche Telekom in 1998, after being with Heinrich-Hertz-Institute in R&D of optical transmission systems for nearly 20 years. At Deutsche Telekom he is head of Hybrid Network Technology in the Fixed Mobile Engineering Germany Department. His main activities comprise intelligent optical networks, optical access networks, and their basic infrastructure elements and systems. He focuses on closely linking R&D, standardization and technical evaluations. He joined the Optical Internetworking Forum (OIF) in 1998, and served as Carrier Working Group Chair beginning in 2002. From 2007 to 2010 he was elected President of the OIF. In these roles he was driving the development of multidomain multilayer networking solutions as well as 100G technologies and systems. Including prior roles at the Heinrich-Hertz-Institute, he has more than 30 years of experience in optical telecommunication R&D, design, and architecture. He holds a diploma in electrical engineering from the University Kassel and Technical University of Berlin, Germany. For many years he has considered IEEE Communications Magazine his favorite technical literature. He will strive to support and promote IEEE and help it gain influence in future publications.

The Communications field has changed tremendously in the past years, moving from traditional voice service provision to so-called digital convergence communications.  To cope with this, ComSoc has incorporated goals that acknowledge the progress of globalization as well as the evolution of a knowledge-based society. Consequently, my goal is to enhance ComSoc’s relevance to those in both industry and academia. If elected, I will be highly committed to:
  • Expand programs such as Distinguished Lecturer Tours, Student Travel Grants, and Industry Now
  • Build multidimensional ComSoc-industry-academia linkages by creating “full service” that facilitates all stages of the technology value chain, from research to industry practices
  • Team with local Chapters and Sister Societies to increase the benefit of local organizations, especially empowering regional/global Chapter Congresses
  • Reduce conference fees
  • Promote the development of  young leaders assuring open career paths for young members to become ComSoc leaders
  • Promote the inclusion of members around the world in the ComSoc leadership team
  • Address worldwide differences in professional needs and economic situations, including overcoming financial barriers
  • Create free and low-cost continuing education products


Biography

Nelson L. S. da Fonseca received his Ph.D. degree from the University of Southern California in 1994. He is full professor at the State University of Campinas, Brazil. He has published 250+ peer-reviewed papers and supervised 50+ graduate students. He is the recipient of the Medal of the Chancellor of the University of Pisa and Elsevier Editor of Year 2000 award. He is currently an elected Member-at-Large of the ComSoc Board of Governors. As Director of Latin America Region (2008-2009) Nelson changed members’ services in the region by creating the conference IEEE LATINCOM and the Latin America Awards. As Director of On-Line Services (2002-2003), he set the ground for several initiatives, leading ComSoc to a better presence in cyberspace. He is Editor-in-Chief of IEEE Communications Surveys & Tutorials and a Senior Technical Editor of IEEE Communications Magazine. He is past Editor-in-Chief of the IEEE ComSoc Electronic Newsletter and past Editor of the Global Communications Newsletter.  He has co-chaired over 20 IEEE conferences and founded the series of multimedia communications symposia at IEEE ICC/GLOBECOM. He is past chair of the Multimedia Communications Technical Committee and Communications Systems Integration & Modeling Technical Committee.

Candidate’s Statement

I have been the foremost proponent of standards activities in ComSoc. Since I initiated the ComSoc Standards Board in 2004, ComSoc’s standards portfolio acquired 14 new standardization projects, out of which 6 have been successfully completed. This achievement has placed ComSoc on the global standardization map.
Standards Activities rely on partnership with IEEE-SA. In 2011, six ComSoc volunteers participated in IEEE-SA BoG and Standards Board. My goal is to double this number by 2014.
If elected I will strive to create in ComSoc a Standards Activities ecosystem, where standardization projects enjoy support from Technical Activities, Conferences, and Publications.
As TAB’s 2010 representative to IEEE-SASB, I proposed a new type of prestandardization activity, Research Groups, with the intent to facilitate industry/academia partnership in research of emerging technologies and in planning  timely standardization. If elected, I intend to ensure ComSoc’s contribution to this program.
Participation in standards projects allows industrial researchers to contribute research results to standards, and for academics it creates an opportunity for impact.  If elected, I will work with IEEE-SA and ComSoc TAC on incentives for academic and industrial researchers to contribute to standardization: awards, promotion to Fellow grade, and visible attribution of credit for prominent contributions to standards.


Biography

Alexander D. Gelman received his M.E. and Ph.D. in electrical engineering from the City University of New York. Currently, he is CTO of NETovations Group. During 1998-2007, he was chief scientist at Panasonic Princeton Laboratory, managing research programs in consumer communications and networking; during 1984-1998, he worked at Bellcore, most recently as director - Internet access architectures Research. He has many publications and patents. He has managed standardization projects in many industry consortia and standards bodies including IETF, OMA, OSGi, IEEE, ATSC, SDRF, DLNA, CE Linux Forum, and Java Community Process.
He co-founded CCNC and acquired for ComSoc the ISPLC and P2P Computing Conferences.  He served on the inaugural steering committees for IEEE Transactions on Multimedia and ICME, chaired the Multimedia Communications Technical Committee, and served three terms as ComSoc Vice President.
He has initiated several standardization projects and the ComSoc Standards Board (CSSB), and served as ComSoc’s Director of Standards. During his term, CSSB received the IEEE Standards Association (IEEE-SA) Entity Sponsor award. He has served on the IEEE-SA BoG and  Standards Board and its committees (e.g., representing TAB in 2008 and 2010.)  In 2008 he chaired TAB’s Ad Hoc Committee on Standards.  He currently serves on IEEE-SA Standards Board andStandards Review Committee, as Vice Chair of CSSB, and as ComSoc CIO.  He is a recipient of the MMTC Distinguished Service award and ComSoc’s Donald W. McLellan Meritorious Service Award.

Candidate's Statement

If elected Member-at-Large, I commit to increasing the joint collaboration of industry and academia with our ComSoc members in projects related to science and technology like a team working for developing countries through the use of communications applications. The goal is to obtain real benefits for people of all regions through the participation of our members, thus increasing the social impact of our work and strengthening the presence of ComSoc around the world.
I believe that our active members and students are the present and future of ComSoc; hence we must  foster the participation of all in the different activities of our Society through support of  local chapters in technical and other activities. Also, we should encourage increased participation of our member in activities organized in their own regions.
If elected, I will work with my best effort and enthusiasm.


Biography

Araceli Garcia Gomez received a B.Sc. degree in electronics and communications engineering from the University of Guadalajara and a Masters degree in applied computer science from the ITESO University.
In the Secretaria de Comunicaciones y Transportes, an office of the Mexican Government, she worked in activities related to radioelectric spectrum administration, 1987-1989. She has been a professor at different universities in Guadalajara since 1993, and a professor in the Electronics, Systems and Informatics Department (DESI) at ITESO since 1996. She was academic coordinator of the Undergraduate Program of Electronics Engineering, 2001-2005. She was member of the Department Council of the DESI. Also, she was a member of the Consultative Council of the Cadena de la Industria Electronica (CADELEC) Guadalajara  for the period 2007-2009. Currently, she teaches courses on Computer Networks and participates in several academic and professional projects in different universities.

Candidate’s Statement

As a long-standing IEEE member of 27 years and an active IEEE volunteer, I am seeking election as a ComSoc Member-At-Large.  With my industry career and my extensive background in conferences, I realize that ComSoc conferences and publications should be an important resource to our members enabling them to keep current in their professional careers.  In that light, if elected, I would focus on the continuous improvements underway in regard to creating more conference opportunities for industry-related topics to benefit both academic researchers as well as practicing engineers.  Our membership is growing (now over 50,000!), and the rate of technical innovation continues to accelerate.  As a member of our Board of Governors, I will work with my colleagues to ensure that we are addressing all aspects of our Society’s field of interest, and the necessary changes in processes and structures to ensure that our Society is relevant to its membership now and in the future. 


Biography

Merrily Hartmann retired from SBC Communications/AT&T in 2000 with 25 years of service.  Her tenure with the company included positions with increasing responsibility in the areas of equipment engineering, network planning, long range technical planning, network mechanization, network sales support, corporate human resources, and global markets sales support.  She started her career with Bell Telephone Laboratories (Indian Hill Laboratory, Naperville, Illinois).  She currently is serving her second term as ComSoc’s Director of Conference Operations and as a member of the IEEE Conference Publications Committee.  She has also served on the GIMS Committee (2006-2007), which is responsible for providing strategic guidance and management oversight of the Society’s flagship conferences ICC and GLOBECOM.  She has served on numerous conference organizing committees:  NTC 1982; IEEE GLOBECOM 1986, 1989, 1993, 2001, and 2004; and IEEE RFID 2007, 2008, 2009, 2010, and 2011. She received her B.S. degree in mathematics and computer sciences from the University of Illinois, Chicago.

If elected, I will do my best, using my previous leadership experience in ComSoc technical activities and on the Board of Governors, to:
  • Increase the value of membership for both academia and industry

Biography

James Won-Ki Hong received his B.Sc. and M.S. degrees from the University of Western Ontario in 1983 and 1985, respectively, and his Ph.D. degree from the University of Waterloo in 1991. He is currently a full professor, dean of the Graduate School for Information Technology, and head of  the Division of IT Convergence Engineering at Pohang University of Science & Technology (POSTECH). He has been an active volunteer for various ComSoc committees and ComSoc sponsored conferences such as NOMS, IM, DSOM and APNOMS. He has served as Technical Chair, Vice Chair and Chair (2005-present) of ComSoc’s Committee on Network Operations & Management (CNOM). He has also served on ComSoc’s Board of Governors as Director of Online Content (2004-2005, 2010-present), NOMS/IM Steering Committee Member (2003–present), and Technical Co-Chair of NOMS 2000 and APNOMS '99. He was Finance Chair for IM 2005 and 2009, and NOMS 2004 and 2006, and was General Chair for APNOMS 2006 and 2008. He was also an Asian-Pacific Board Liaison to ComSoc during 2007-2008. Also, he was Conference Operations Chair for GLOBECOM 2009 and General Co-Chair for NOMS 2010. He has also served on the editorial boards of IEEE TNSM, JNSM, IJNM, and JTM. He is a Senior Member of IEEE.

ComSoc is in the process of advancing itself as a worldwide professional society, driven by demographic expansion of our Society and globalization of communications. If elected, I see my role in this process as focusing on different needs of ComSoc regions with their cultural, social, and economic diversities. I would like to enhance the efforts of bringing values to our Society members, helping them in their professional and career development. With my international academic and industry experience as well as my experience being two-term Director of ComSoc North America, I can understand the aspirations and concerns of our diverse and global membership, and lead activities in the successful advancement of our Society.


Biography

Dr. Gabriel Jakobson is the chief scientist at Altusys Corp., a firm specializing in situation management technologies for defence and cyber security. During his more than 20 years’ tenure at Verizon he led many advanced telecommunication network management projects. Prior to that he was a senior researcher at the Institute of Cybernetics, Estonia.
He has authored over 100 technical publications. He received a Ph.D. in computer science from the Institute of Cybernetics, Estonia, and an M.S. in electrical engineering from Tallinn Technical University. He holds an honorary degree of Doctor Honorius Causa from Tallinn Technical University, Estonia.
He has been Chair, Co-Chair and TPC member of numerous conferences, including GLOBECOM, ICC, MILCOM, EntNet, IM, Information Fusion, SPIE, IF & GIS, and ICCC. He is General Chair of the IEEE Conference on Cognitive Methods in Situation Awareness and Decision Support 2011.
He is Vice-Chair of the TC on Tactical Communications & Operations Chair of the Sub-Committee on Situation Management. He was also Chair of the EntNet TC and a member of TAC, MPD and M&C. He is a ComSoc Board member and North America Regional Director.

I have been involved in ComSoc conferences as a volunteer for 20 years, and in recent years I have been  General Chair, TPC Chair, or Symposium Chair in ComSoc’s major conferences. I have talked with many conference attendees, listened, and learned a lot from them on what they want and expect from ComSoc. I understand that members want a conference which is not just a place to publish their results, but also a place to know industry people and industry needs, find future research directions, and establish new research collaborations, projects and funding. They want to get real technical feedback from reviewers and at the conference site. They want to make costly conference travel worthy and fruitful. We must make ComSoc conferences the best place to meet for communications engineers. Therefore, as VP - Conferences, if elected, I will:
  • Make significant changes in organization, review process, and running of conferences for a great experience
  • Listen and act swiftly upon members’ feedback about conferences
  • Limit conferences cost to a level affordable to most members and related to quality
  • Facilitate participation of new people and early career researchers in conference organizations
  • Improve funding support availability for conference participation by students and researchers from developing countries

Biography
Abbas Jamalipour is a Fellow of IEEE, IEICE, and IEAust, an ACM Professional Member, and an IEEE Distinguished Lecturer. He is the professor of ubiquitous mobile networking at the University of Sydney and holds a Ph.D. in electrical engineering from Nagoya University, Japan. He is the author of five technical books, nine book chapters, and over 250 technical papers in the area of wireless communications.
He was Editor-in-Chief IEEE Wireless Communications and currently is an editor for several scholarly journals. He is Chair of the Communication Switching & Routing TC, Vice Director of Asia Pacific Board, and a Past Chair of the Satellite & Space Communications TC, ComSoc. He was the General Chair of IEEE WCNC 2010, and has been a chair of a number of conferences including IEEE ICC, GLOBECOM, WCNC and PIMRC. He is a voting member of ComSoc’s Education Board, Conference Boards, and On-Line Content Board.  He was a Member-at-Large of the GITC, 2006-2010. He has received several prestigious awards such as the 2010 IEEE ComSoc Harold Sobol Award, 2006 IEEE ComSoc Distinguished Contribution to Satellite Communications Award, and 2006 IEEE ComSoc Best Tutorial Paper Award.

The breadth and high quality of publications represent one of IEEE’s major strengths.  But these are facing major challenges such as open access, timeliness, and the need to engage practitioners and benchtop engineers.  If elected, it will be my honor to serve you while sustaining ComSoc's role as a major resource supporting the needs of all members throughout the world. I will work to achieve this by:
  • Positioning ComSoc to target new areas while putting greater emphasis on making online publications, tutorials, and short courses in emerging technologies widely available to our members
  • Strengthening ComSoc globalization activities and further opening the door to recruiting young and capable volunteers in publications
  • Growing our values to academics while intensifying and encouraging industrial participation
I have been dealing with publications for over 25 years.  I also had the privilege to lead prestigious IEEE journals as Editor-in-Chief as well as serve in other capacities (e.g., ComSoc Vice-President, Chair of IEEE flagship conferences, and ComSoc Board of Governors elected member).  I therefore believe that my extensive IEEE service, leadership experience, and background put me in a unique position to successfully bring these initiatives into fruition and continue to provide exceptional services to our members.

Khaled Letaief received his B.S. with Distinction, M.S., and Ph.D. degrees from Purdue University. He is currently dean of engineering at Hong Kong University of
Science and Technology.  He is the recipient of many awards, including the Michael Gale Medal for Distinguished Teaching, 2010 Purdue University Outstanding Electrical and Computer Engineer Award, 2009 IEEE Marconi Prize Award in Wireless Communications, 2007 IEEE Publications Exemplary Award, and nine Best Paper Awards.  He is a Fellow of IEEE and has published over 400 technical papers, and has three granted patents and 10 pending US patents.
He has served as volunteer in many leadership positions including IEEE ComSoc Vice-President - Conferences; elected member of IEEE ComSoc’s Board of Governors; Founding Editor-in-Chief of IEEE Transactions on Wireless Communications; Editor-in-Chief of IEEE Journal on Selected Areas in Communications - Wireless Series; Chair of the IEEE Technical Committee on Personal Communications; Chair of the 2008 IEEE TA/MGA Visits Program; Chair, Steering Committee of IEEE Transactions on Wireless Communications; and voting member of IEEE TAB/PSPB Products & Services Committee. ComSoc should aim at being one of the reference organizations for the ICT sector, which represents 6 percent of the global GDP. In particular, ComSoc should be a central meeting point for academia and industry within the ICT sector. This goal, however, is hampered by the steady decline in industry participation within Comsoc’s activities; this decline, in turn, points to a certain disconnect between ComSoc and a key segment of ICT players. This disconnect must be addressed because reconnecting ComSoc with industry would not only benefit industrial participants but also academic ones. A healthy interplay between industry and academia generates feedback loops that benefit everyone and sets in place checks and balances in terms of problems, tools, assumptions, and research directions. Promoting this interaction requires reshaping ComSoc’s products and services. My background in both industry and academia puts me in a fitting position to help bring about the necessary changes, and that will be my main objective if elected.


Biography

Angel Lozano is a Professor at UPF in Barcelona, Spain. He received his Ph.D. from Stanford University in 1998. Between 1996 and 1998, he worked for Rockwell Semiconductor Systems (now Conexant Systems). Between 1999 and 2008 he was with Bell Labs. Between 2005 and 2008 he was also an adjunct associate professor at Columbia University.
He served as Associate Editor for IEEE Transactions on Communications between 1999 and 2009, has guest edited special issues and participated in conference organization committees, and is Vice-Chair of ComSoc’s Communication Theory Technical Committee. He has participated in standardization activities for 3GPP, 3GPP2 and IEEE 802.20.
Prof. Lozano has authored over 85 papers and one monograph, holds 15 patents, and has contributed to several books. His papers have received two awards: best paper at ISSSTA 2006, and the Stephen O. Rice prize to the best paper published in IEEE Transactions on Communications in 2008.

I am honored to be a candidate for the 2012 ComSoc VP of Standards. I have firsthand experience with the systems engineering process for the standards life cycle. I directed TIA TR-48 to work with other standards development organizations (ATIS, CEN, ETSI, IEEE, ISO, ITU-T, SAE, etc.) and Global Standards Collaboration (GSC) to ensure that work items are relevant, timely, and useful.
In support of the strategic directions articulated by the ComSoc’s leadership, I am committed to broadening opportunities for engaging members in relevant, timely, and useful standards. We can systematically facilitate early and frequent communications between standards developers and users in all phases of standards activities, including:
  • Needs identification, assessment, and selection
  • Standards development, implementation, and maintenance
  • International standards harmonization
  • Standards testing and deployment support
  • Standards training modules and outreach program
In addition, timeliness and adaptability of the standards development process are critical to standards’ relevance and usefulness since both user needs and technologies are rapidly evolving. We can explore online communications to further expedite contribution, peer review, discussion, revision, and publication. Most importantly, I want to know your ideas on improving our standards development process, and any current and ongoing issues that you care about.


Biography

Kevin Lu received his B.S. degree (1979) in control engineering from National Chiao Tung University, Taiwan, and M.S. (1981) and D.Sc. (1984) degrees in systems science and mathematics from Washington University, St. Louis, Missouri. He has worked over 26 years for Applied Research at Bellcore and Telcordia. He has been a member of technical staff (1984–1995), director of broadband access network engineering (1995–1999), Executive Director of integrated access and operations (1999–2003), and chief scientist of emerging technologies and services (2003–2011).
As the Founding Chair (2007–2010) of the TIA TR-48 Engineering Committee, he led the development of standards for interoperable connectivity between vehicles, infrastructure, and mobile devices. He contributed to the 2008 U.S. DOT Innovation Roundtable on Advanced Wireless Communication for the Transportation Network, and served on the U.S. DOT Coordinating Working Group for the ITS Standards Program Strategic Plan (2009–2011).
His ComSoc services include Chair of the ComSoc/OFC Coordinating Committee (1993–1994), Chair of Optical Communications Committee’s Technical Program Subcommittee (1991–1994), and Secretary of the Optical Communications Committee (1990–1991). He represented the Optical Communications Committee at the ICC 1991 Technical Program Committee. He also served as Session Organizer and Chair for ICC (1994) and GLOBECOM (1989, 1993, and 1994).

Properly shaping our Society’s technical activities is critical to positioning ComSoc within this world of high tech. If elected, I will work hard with the technical committees to promote and achieve ComSoc technical objectives. The focus will be on our technical committees’ participation in ComSoc publications and conferences in terms of technical content. I will work hard on enriching ComSoc educational activities whether tutorials, short courses, or other initiatives. I will also strive to make sure that technical and professional excellence is well recognized within ComSoc as well as the IEEE community at large. As communications technology changes, I intend to help keep all ComSoc technical activities current and relevant. I will work hard to identify and promote emerging technologies. I will strive to foster collaborations between industry and academia by soliciting and encouraging industry participation in technical committees and education activities.


Biography

Hussein Mouftah joined the School of Information Technology and Engineering of the University of Ottawa in September 2002 as Tier 1 Canada Research Chair Professor, and became a University Distinguished Professor in 2006. He was previously with the ECE Department at Queen's University (1979-2002), where he was prior to his departure a full professor and Department associate head. He has six years of industrial experience mainly at Bell Northern Research of Ottawa (Nortel Networks).

One of ComSoc’s struggles is how to remain relevant to the practicing engineer.  If elected to the position of VP of Member Relations, I will use my vast IEEE and industry experience to support the needs of the engineers in industry while continuing to promote academic engineering research that enables and feeds advances in industry. Coming from the commercial world, where I am the program manager for my company’s internal R&D program, I understand the importance of fundamental technical research and the potential impact it can have if focused correctly.
Additionally, ComSoc must ensure its many constituencies - which include young engineers, women engineers, engineers in developing countries, engineers around the globe, and engineers in North America - are all served by ComSoc and the ComSoc community at large. As VP of Member Relations I will leverage the learnings and wisdom of these different constituencies to share lessons learned and experiences that will benefit the various constituencies and ComSoc as a whole. I will continue to expand ComSoc programs and services to meet the needs of the newer and emerging communities while ensuring continued services to the established communities.
It will be my pleasure to continue to serve the ComSoc community!


Biography

Stan Moyer is executive director and strategic research program manager in the Applied Research area of Telcordia, where he has worked since 1990. Currently, he is leading research and business development on data privacy for applications and services.  He is also past-president of the OSGi™ Alliance, an industry consortium creating specifications for the managed delivery of networked services.
Stan received an M.E. degree in electrical engineering from the Stevens Institute of Technology, an M.B.A. in technology management from the University of Phoenix, and a B.S. degree in engineering physics from the University of Maine.

Biography

Zhisheng Niu graduated from Beijing Jiaotong University in 1985 and received his Ph.D. degree from Toyohashi University of Technology, Japan, in 1992.  He is currently professor and deputy dean of the School of Information Science & Technology at Tsinghua University, China, councilor of IEICE-Japan, and board member of the Chinese Institute of Electronics.  He was awarded Fellow of IEICE in 2007, received the Outstanding Young Research Award from the Nature Science Foundation of China in 2009, and Best Paper Award of APCC’07 and APCC’09.

I believe ComSoc should enhance its profile in the eyes of the practicing engineer. I aim to make the journal and conference publications a forum for influencing standards and technology roadmaps. This could be achieved by devoting more space in the publications to addressing these gaps, publication of special issues, and panel discussions during conferences.
I also aim to improve the quality of our journal and conference publications as well as the review process.
I would also like to increase ComSoc membership in Region 10. As part of this drive I aim to make it easier for researchers and students from developing Region 10 countries to participate in our activities.


Biography

Mansoor Shafi received a B.Sc. degree in electrical engineering from Engineering University, Lahore, Pakistan, and a Ph.D. degree from the University of Auckland, New Zealand in 1970 and 1979, respectively.
He currently works for Telecom NZ.  He is also an adjunct professor in the Departments of Electrical Engineering at Canterbury and Victoria Universities. He has been involved in the standardization of IMT 2000 and IMT Advanced. Recently he has contributed to the standardization of a spectrum plan for the UHF band for LTE in the Asia Pacific region.
He is a Fellow of the IEEE. He has co-authored over 100 papers in wireless communications published mostly in IEEE Journals and at IEEE Conferences.  He is a co-recipient of the Communications Society Best Tutorial Paper Award (2004) and the IEEE Donald G. Fink Award (2011), and recipient of the IEEE Communications Society Public Service Award (1992). He is a member of the ComSoc Awards Committee, was Wireless Communications Symposium Co-Chair for ICC 2005, TPC Co-Chair for WCNC 2010, and a member of the ComSoc Fellow Evaluation Awards Committee and is now a member of the IEEE Fellow Awards Committee.

I have been a volunteer within ComSoc conferences and committees for seven years, and if elected as a member-at-large I will pursue the following goals:
  • To ensure that major IEEE conferences, including ICC and GLOBECOM, continue to have a leading reputation for quality in the Communications community
  • To build on ComSoc’s reputation as a leading provider of research and teaching materials for practicing communications engineers
  • To ensure that ComSoc plays a leading role in the research and practice of new cross-disciplinary technologies such as smart grid systems, e-health, and green communications systems


Biography

John S. Thompson received his Ph.D. degree from the University of Edinburgh in 1996. 
Since October 2005, he has held the position of reader (equivalent to associate professor in the United States) at the University of Edinburgh. His research interests are in wireless communications systems, and he has published over 200 papers, many in major IEEE conferences and journals. He has worked extensively within ComSoc conferences, acting as TPC Co-Chair for ICC 2007 held in Glasgow, United Kingdom, and in the same capacity for GLOBECOM 2010 held in Miami, Florida. He has been a member of the GITC committee that oversees the technical content of ICC/GLOBECOM conferences since 2008 and currently serves as its vice-chair.  He was also a Wireless Communication Track co-chair for IEEE CHINACOM 2010.  He is currently a member-at-large of the IEEE ComSoc Education Committee.

ComSoc’s Technical Activities area drives almost all ComSoc products and services, and, consequently, revenues. It is governed by a Technical Activities Council (TAC) of 25 Technical Committees (TCs); boards on Education and Standards; and committees on Emerging Technologies, Fellow Evaluation, Distinguished Lecturers Selection, Awards, and Communications History. I have served ComSoc for 30 years in several capacities. I am currently Vice-Chair and Secretary of TAC and Chair of the Distinguished Lecturers Selection Committee. I founded the TC on Information Infrastructure, chaired two TCs and actively participated in many others. With my extensive ComSoc, academic and industry experience, I believe I am well prepared to serve as your next VP-Technical Activities. If elected, I will work with ComSoc’s members and technical activities leaders to:
  • Set strategies for achieving leadership in ComSoc’s technical areas as part of a vision for the Society’s technical activities
  • Ensure that Distinguished Lecturers, Fellow Evaluation, and Awards committees identify the best candidates and recipients in a fair and rigorous manner
  • Make sure the Education Board addresses the educational needs of our members and world community in a broader range of ComSoc competencies
  • Encourage and guide ComSoc members to get involved in identifying new emerging technologies and starting related activities
  • Stimulate more participation by our TCs in IEEE standards activities
I would do this by more actively engaging our TCs in the decision making processes for conferences, publications, education, and standards activities. This would serve as the foundation for our Board of Governors to set directions and policies that will help ComSoc become an even more effective and dynamic organization for providing high value to its most “valued” constituents, you.


Biography

Mehmet Ulema is a professor at Manhattan College, New York. Previously, he held management and technical positions in AT&T Bell Labs, Bellcore, and Daewoo Telecom.  He served as chair of ComSoc’s Information Infrastructure and Radio Communications Committees.  He served as General Co-Chair for NOMS 2008, and as Technical Program Chair for a number of premier conferences including GLOBECOM 2009, ICC 2006, CCNC 2004, and NOMS 2002. Currently he is Vice-Chair of the Technical Activities Council, and Chair of the Distinguished Lecturer Selection and Humanitarian Communications Technology Committees. He has served on many other ComSoc committees including GITC, the On-Line Content Board, and the Meeting and Conferences Board. He has been on the editorial board of IEEE Transactions on Network & Services Management, the Wireless Network Journal, and the Journal of Network and System Management.  He received his M.S. and Ph.D. from Polytechnic Institute of New York University in 1980, and B.S. and M.S. degrees from Istanbul Technical University in 1972.

Having worked in both industry and academia, I understand the needs and aspirations of both practitioners and theoreticians, as well as graduate students, from our Society. If elected, I will strive to ensure that ComSoc delivers on the needs and aspirations of all its members. I will work to improve the sub-to-pub time of our journal publications by using electronic media more effectively, without sacrificing the quality of the end results. I will work to improve the accessibility of ComSoc conferences to a wider audience by reducing fees without sacrificing quality. I will work to make sure that our conferences are structured to benefit not only our members from academia but also our members from industry.  As communications play a central role in the solution of many of the societal problems of today, one of my goals will be to work to ensure that ComSoc receives its well deserved recognition.

Sennur Ulukus is an associate professor of electrical and computer engineering at the University of Maryland, College Park. Prior to joining UMD, she was a senior technical staff member at AT&T Labs-Research in New Jersey. She received her Ph.D. from WINLAB, Rutgers University, and her M.S. and B.S. degrees from Bilkent University.  Her research is in wireless communications.
She is a recipient of the NSF CAREER Award and the IEEE Marconi Prize Paper Award in Wireless Communications. She has served IEEE in a variety of roles. She was an Associate Editor for IEEE Transactions on Information Theory, and IEEE Transactions on Communications; and a Guest Editor for IEEE Transactions on Information Theory, and IEEE Journal on Selected Areas in Communications. She served as TPC Co-Chair of: the Communication Theory Symposium at GLOBECOM ‘07, the Medium Access Control Track at WCNC ‘08, the Wireless Communications Symposium at the ICC ‘10, the 2011 Communication Theory Workshop, and the Physical Layer Security Workshop at ICC ‘11.

Candidate's Statement

I am highly committed to serving the Communications Society. If elected as a Member-at-Large, I will focus on three issues.
First, I will enhance the quality of ComSoc’s journal and conference publications. I will do my best to improve the review process, reward excellent editors, reviewers, and conference organizers, and promote high-quality papers.
Second, I will maximize the diversity of volunteers serving in conference organizations and technical committees. I will engage people from different geographical, gender, ethnic, experience, and occupational backgrounds into the decision-making process.
Third, I will expand opportunities for young generations. I will promote early-career professionals getting involved in ComSoc technical committees, conference organizations, and journal editorial boards. I will help with membership activities to attract student participations.
I have worked in both industry and academia. I got my education in both the northern and southern hemispheres. I have embraced eastern and western cultures. My rich experience and commitment to ComSoc services will enable me to effectively address important issues in ComSoc.


Biography

Chengshan Xiao received his B.S. degree in 1987 from UESTC, Chengdu, China, M.S. Degree in 1989 from Tsinghua University, Beijing, China, and Ph.D. degree in 1997 from the University of Sydney, Australia. He was a senior engineer with Nortel Networks, Ottawa, Canada, and he is now a full professor with the Department of Electrical and Computer Engineering at Missouri University of Science and Technology.
He is currently Editor-in-Chief of IEEE Transactions on Wireless Communications. He served as Technical Program Chair for ICC 2010 at Cape Town, South Africa, and is founding Chair of the IEEE Wireless Communications Technical Committee (2007-2008). He has also served in many other positions for ComSoc’s journals, technical committees, and conferences.  He is a Fellow of the IEEE and a Distinguished Lecturer of ComSoc.
